European module manufacturing will continue under Chinese ownership largely unaffected by the MIP. Astronergy, which operates the former Conergy module production facilities in Frankfurt (Oder) in Germanys east will supply EU solar markets and has reported that its facilities are running at full utilization.
Thomas Volz, Astronergy CEO told pv magazine that he was very glad that the factory in Frankfurt (Oder) would remain responsible for the supply of customers within the EU. "The factory is currently operating at full capacity, the order books are full, so we are already planning to run all production lines for the next seven months," Volz said.
Alongside its German operations, the Chint subsidiary has indicated that it is continuing to investigate established OEM manufacturing and new sites outside of China.
Astronergy operates a production capacity of 240 MW in Germany.
"We are confident that the products from our factory in Frankfurt (Oder) and the products of our foreign OEM productions there are more competitive where there are restrictions on trade, mainly in the EU and the U.S.," Lu Chuan, Astronergy Executive Vice President.
Since June, the EU Commission has struck out six Chinese PV manufacturers from the MIP. Alongside Chint, Sunny Energy, Canadian Solar, ET Solar, Renesola and Zshine have all been removed from the undertaking after breaches were discovered.
Officially the undertaking is in place until December 7, however an application to review the scheme, sponsored by EU ProSun, has been submitted. the undertaking is likely to be extended while the EU Commission assessed this application.
