Commissioning delay for 181 MW of solar projects in Uttarakhand

Developers will be pleased to hear that they have been granted an extension of the commissioning date for a total of 181 MW of solar projects in the Indian state of Uttarakhand. The companies had applied for the extension after a delay in the approval of power purchase agreements, as reported by Mercom Capital.

The 23 solar projects had originally been given a date of October 2016 for the commissioning to be completed. This has now been extended until 31 March 2017, as announced by an official at the Uttarakhand Renewable Energy Development Agency (UREDA).

The 13 developers had requested an extension of the completion date, after there was a delay in the approval of the power purchase agreements (PPAs). This is said to have taken place because the main distribution company in the state Uttarakhand Power Corporation (UPCL) will not be ready to purchase the additional power until next year.

The Uttarakhand Electricity Regulatory Commission (UERC) pinned the blame directly on UPCL, stating, “the delay in achieving financial closures and consequently the commissioning of the projects is due to the inefficiency of Uttarakhand Power Corporation which led to delays in the signing of the PPAs.”

The projects that have been delayed add up to a total of 181 MW. The developer with the largest pipeline of these is ACME Solar who is developing 4 projects with a total capacity of 50 MW, while developers Omkar PowerTech India and Punj Lloyd each have 30 MW of projects, spread across projects.
