India: Tamil Nadu opens tenders

While a 1 MW minimum capacity has been set for projects, no upper limit has been identified.
According to the document, the last date for submission of bids is January 4, 2013 up to 2 pm local time. Developers will be chosen via a competitive bidding process.
The southern Indian state seeks to reach 3 GW of capacity within the next three years. It proposes an annual target of 1 GW for 2013 to 2015 to achieve that total. TANGEDCO also proposes to facilitate investors by procuring the energy generated from the plants through a long term PPA up to a total capacity of 1 GW. The PPA will be valid for 20 years.
The bidders who have quoted lower rates will be called for negotiation and a Letter of Intent (LOI) will be issued to all qualified projects. The power plant should be commissioned within 10 months of the date of issuance of the LOI.
The document also states that the plant should be designed for interconnection with the Tamil Nadu Electricity Board grid at a voltage level of 11kV or above.
