Italy: PV register for large systems will not open in 2H 2012

The reason cited is the fact that, at €1 billion, incentives in 2011 for large-scale plants far exceeded the €300 million initially set out in the first register by the Conto Energia IV.

Already by August 31, 2011, photovoltaic systems connected to the grid triggered costs worth €1 billion. Consequently, as laid out in the latest Conto Energia, the excess costs under the first and second registers, which run from September 1 to December 31, 2011, and January 1 to June 30, 2012, respectively, will be deducted from 2012’s 2H funding allocation. Initially €130 million was set aside for 2H 2012.

The news affects all those who had hoped to secure a place under the third register for the 2H of 2012 in February.

Rooftop acceleration

Small installations – rooftop systems up to one megawatt, all other systems up to 200 kilowatts, and all installations on public buildings and land – will not be affected, as there is no obligation for them to register.

This has prompted industry analyst, Dirk Morbitzer of Renewable Analytics to state that the market for small rooftop installations will accelerate. He added that the announcement made by the GSE was foreseeable. This echoes the Italian Photovoltaic Association’s, GIFI’s, sentiments.

A spokesperson told pv magazine, "The note from the GSE … is not news for most of the Italian players. In fact, the overspending in 2011 was already calculated in late September 2011, when GSE have acknowledged about the connection to the grid in the period June/August 2011, which have heavily accounted for the overspending."
