Romania reaches 203.5 MW of installed PV capacity of which 175.5 MW has been electrified in the first half of 2013. Country's PV pipeline amounts to 2.7 GW in coming years.
Ştefan-Doru Bucătaru, CEO of Transelectrica, the Romanian transmission company and electricity system operator (ESO), told pv magazine Romania reached a cumulative installed PV capacity of 203.5 MW at the end of June. According to Transelectrica's National Dispatch Center, 175.5 MW of new solar PV was installed in the first six months of 2013, said Bucătaru.
According to Transelectrica's data, Bucătaru added, there are a further 4.6 GW of solar PV projects with either technical connection or connection contracts. Specifically, 2.7 GW and about 1.9 GW of new PV projects have been granted technical connection approvals and connection contracts respectively, he added. "As per investors' data provided in 2013," Bucătaru told pv magazine, of these projects "about 2.7 GW will be put into operation."
The news is impressive considering cumulative capacity in Romania was only 2 MW in October.
Among the new measures is a government ordinance approved in June that suspends two out of six green certificates awarded to PV energy producers per MWh fed into the grid. After the change, which went into effect on Monday, the Romanian Energy Regulatory Authority (ANRE) will still issue PV plants six green certificates but withhold two until March 2017.
The Romanian electricity market has experienced profound changes in recent years. Transelectrica, which plays a dominant role in the electricity sector, is organized in eight territorial transmission branches with another division acting as a metering operator for electricity traded on the wholesale market.
The company has subsidiaries, like the Power Exchange and Metering Operator, that are responsible for different administration tasks.
