Spain publishes retroactive PV FIT cuts

The new decree, IET/221/2013, which sees retroactive cuts applied to all photovoltaic installations installed between 2009 and 2011, was published in Spain’s state gazette, BOE, on February 16.

Although the new decree does not specifically lay out the exact percentage of reduction, Spain’s solar energy portal Suelo Solar and renewable energy company Alromar Energia have separately reported that the annual reduction of FITs amounts to 0.028%, in accordance with a newly modified Consumer Price Index (CPI).

The latest reductions mean that regulated FITs for photovoltaic plants, classified under subgroup b.1.1. in Spain’s decree 661/2007 – which targeted 371 MW of installations – have been set at €0.488606/kWh for plants under 100 kW, €0.463218/kWh for plants with capacities between 100 kW and 10 MW, and €0.254926/kWh for plants between 10 and 50 MW.

Furthermore, photovoltaic facilities covered by decree 1578/2008, which were entered in the corresponding public tenders of 2009, 2010 and 2011, have also seen their respective tariffs reduced.

As such, the government’s new regulated tariffs for integrated photovoltaic systems covered by the 2009 tenders now amount to €0.356572/kWh for systems up to 20kW, and €0.335597/kWh for plants above 20 kW. Meanwhile, tariffs for non-integrated systems now range between €0.335597/kWh (Q1 2009) and €0.305034/kWh (Q4 2009).

For those plants installed in 2010, the government’s new regulated FITs for integrated photovoltaic systems amount to range between €0.349300 (Q1) and €0.330773 (Q4) per kWh for systems up to 20 kW, and between €0.320189 (Q1) and €0.294689 (Q4) per kWh for systems above 20 kW. Tariffs for non-integrated systems now range between €0.288732 (Q1) and €0.265676 (Q4) per kWh.

Finally, photovoltaic systems covered by the 2011 calls are now eligible for the lowest FITs. They range between €0.313454 (Q1) and € 0.273740 (Q4) per kWh for systems up to 20 kW, and between €0.278809 (Q1) and €0.193116 (Q4) per kWh for integrated systems above 20 kW. The new tariffs for non-integrated photovoltaic systems range between €0.251644 (Q1) and €0.124935 (Q4) per kWh.
