France announces winners of latest PV tender

France's minister for ecology, sustainable development and energy, Ségolène Royal, on Monday named the 217 winners in the third phase ot a national tender for medium-sized PV projects.

The successful biders will install building-mounted projects ranging in size from 100 to 250 kWp for a total 40.7 MWp of new generation.

The list of winning bidders has been published on the website of the ministry here (in French).

The average sale price amounted to €153.2/MWh, down 7% on the previous phase, announced on June 27.

587 projects commissioned this year

This year's three phases have seen the award of tenders for 587 medium-sized projects which will come into service between mid-2016 and mid-2017 and will have a total capacity of 121.7 MWp, at an average price of €162.2/MWh.

The staggered nature of the tendering process has permitted developers to take advantage of a 9% fall in costs over nine months.

Royal has launched a consultation to finalize the specifications of next year's tender.

The new tender, due before the end of the year, will follow the previous three periods of 40 MWp worth of nominations each.

Selection will be based on project performance in terms of carbon footprint and price. The specification has been amended to incorporate feedback from previous tenders.

Before launching the new tender, Royal decided on a final consultation period of three weeks with all stakeholders to finalize the drafting of specifications.
