NTPC made the proposal in response to the ISA’s earlier expression of interest to its member countries for the aggregation of 1 GW of rooftop capacity. The state-owned power generator wants to oversee the development of solar and renewable energy projects in ISA member countries by way of investment, as well as through consultancy services.
As per the proposal submitted to the ISA, NTPC will charge upfront consultancy service fees from the RESCO developers at the time of award. It has proposed fees (as percentages of project costs) of 10% for a cluster of projects ranging from 1 MWp up to 1.5 MWp, as well as 9% for projects from 1.5 MWp to 5 MWp, 7.5% for projects from 5 MWp to 50 MWp, and 6% for projects above 50 MWp.
In its proposal, NTPC said “[the company] has made a quantum jump in the renewable energy generation program. From approx. 1800 MW operating renewable capacity today, it has set the target to achieve 30 GW solar PV generation capacity by 2030 and become a global power major with 130,000 MW capacity. NTPC global footprint also includes developing 1320 MW power project (ongoing) in Bangladesh and 500 MW power project in Sri Lanka.”

NTPC has expressed interest in becoming retainer project management consultant of ISA host countries for utility-scale ground-based and rooftop solar projects on mutually agreed terms.
Following NTPC’s proposal, the ISA has invited bids from public sector companies in member countries with comparable credentials and experience, as long as they own at least 250 MW of solar. The ISA will cover 1% of the project costs. The last date for bid submissions is June 21.
