Southern California Edison launches solicitation for mid-sized behind-the-meter solar PV

Southern California Edison (SCE) has launched a request for offers (RFO) for electricity from independent solar power producers. The utility says that depending upon the economics of the offer, it will procure power from up to 63 MW-DC of solar PV plants.

This is the fourth solicitation that SCE has launched under its Solar Photovoltaic Program (SPVP), through which the utility plans to procure a total of 125 MW-DC of mid-sized PV from 2010 through 2015.

NPD Solarbuzz says that these sorts of solicitations have become a preferred method for both utilities and solar developers in California. "These solicitations create a system where everyone knows the rules and knows what the expectations are," NPD Solarbuzz Senior Analyst Michael Barker told PV Magazine.

SCE will hold a bidders conference on October 17th to discuss the SPVP4 RFO process, and participants in the RFO must register on its website. Offers will be due on January 6th, 2015. Power purchase agreements awarded through the solicitation will be finalized by March 12th, 2015.

SCE reached 21.6% of its electricity from renewable energy sources in 2013. Under California's renewable portfolio standard policy, the utility must procure 33% of its generation from renewable sources by 2020.
