Race to the top
A flurry of clean energy announcements in the European Union this year bodes well for the expansion of renewables but there will be a race against time to get key legislation adopted before next summer’s European elections, reports Andreas Walstad, from Brussels.
One of the most eye-catching aspects of the EU’s Green Deal Industrial Plan, presented in February, is the European Commission’s Temporary Crisis and Transition Framework (TCTF) for state aid rules. Under the proposal, member states can, for a limited period, provide projects with a fixed percentage of investment cost, in principle, without breaching competition laws. …
