Greece’s energy regulator, RAE has said the country’s next tender for new PV and wind power capacities will take place on December 10. This is a few days later than the December 4 and 5 dates, which RAE had initially suggested earlier this month.
The date change is RAE’s response to a public consultation on the forthcoming tenders, which expired on October 15. Following the consultation, RAE has also updated the tender rules.
Tender starting prices
The PV tender will still comprise the two categories previously announced, i.e. the first will encompass projects up to 1 MW, while the second will deal with projects larger than 1 MW and up to 20 MW. The starting bidding prices for the two tender categories, meanwhile, have been set at €81.71 per MWh and €71.91 per MWh, respectively.
Interested investors need to submit their applications online by November 12, 5pm local time. They must also submit a hard copy of their application documents by November 14, 3pm local time. Failure to do this will result in the investor being disqualified from bidding in the tender. This happened in Greece’s previous round of PV tenders.
Following the tenders, there will be a short time for appeals. After RAE publishes the final list of the successful bids, projects with a capacity up to 1 MW will need to connect to the grid within 12 months, while projects larger than 1 MW and up to 5 MW must grid connect within 15 months, and projects larger than 5 MW and up to 20 MW must come online within 18 months.

Following the public consultation, RAE has decided to abandon a new rule it had previously suggested in October, which limited bidders to portfolios of projects of up to just 20% of the total tendered capacity.
However, a minimum tender participation level requirement, which states that the PV tenders to be oversubscribed by at least 75%, remains.
Thus, although RAE aims to tender 94 MW and 100 MW of PV capacity in the first and second categories of the December tender, the awarded capacity may finally be smaller, due to the subscription rule. This will be clarified early in December, when RAE announces the full list of the tender applications.
