More than 3 GW of large-scale solar projects advance across Mexico over the past month
Mexico’s utility-scale solar pipeline is showing renewed activity, with a succession of projects entering environmental assessment or receiving conditional approval from the Ministry of Environment and Natural Resources (Semarnat). Projects identified by pv magazine Mexico since early August total more than 3 GW of planned PV capacity, with battery storage increasingly incorporated into new developments.
Trapiche Solar – Veracruz
The 130 MWac Trapiche Solar project has entered environmental assessment in Soledad de Doblado, Veracruz. The development covers around 583.9 hectares and is designed to supply electricity to Mexico’s national power system. Its infrastructure includes a battery energy storage system, although the environmental documentation does not specify its power or energy capacity. The project will use a 34.5 kV collection system and a step-up substation to raise voltage to 115 kV, while its transmission line will undergo a separate environmental procedure.
Espuela Solar – Guanajuato
Espuela Solar, developed by Espuela New Energy in Dolores Hidalgo, Guanajuato, has also entered the environmental assessment process. The plant will have 130.3 MW of capacity and 110.295 MWac, based on 178,500 Trina Solar 730 W modules and 368 Huawei 330 kVA inverters. A battery storage facility is included in the design, although its MW and MWh ratings have not been disclosed. The project also incorporates 17 transformer stations and a substation raising voltage from 34.5 kV to 115 kV
Delicias Solar – Guanajuato
Semarnat has conditionally approved Delicias Solar, a combined solar, battery storage and green hydrogen development planned for San Luis de la Paz, Guanajuato. The PV facility will have a maximum net capacity of 42 MWac and use 120,792 crystalline-silicon modules, with estimated annual electricity production of around 200 GWh. The project also includes 35 MW of electrolysis capacity and is expected to produce approximately 3,205 tonnes of green hydrogen annually. A battery system forms part of the development, adding storage to the solar-to-hydrogen configuration.
Cazadero Solar – Campeche
The Mexican authorities have conditionally approved the 200 MW Cazadero Solar project in Escárcega, Campeche. The plant will comprise 635,622 bifacial PV modules and will be coupled with a battery energy storage system. Semarnat’s environmental resolution considers the development viable subject to several conditions, including securing authorization for changes in land use on forested areas. The approval provides three years for construction and establishes a 35-year operating period.
Chabacanes Solar – Veracruz
Semarnat has granted conditional environmental approval to Chabacanes Solar, a project developed by Solarig Development México in Ozuluama de Mascareñas, Veracruz. The facility will have 75.1 MW of PV capacity and 50 MW of nominal AC capacity. It will be paired with a 6 MW/12 MWh battery energy storage system capable of two hours of discharge. The environmental authorization allows five years for site preparation and construction, followed by 30 years of operation and maintenance.
Parque Solar Moctezuma – San Luis Potosí
The Parque Solar Moctezuma project, promoted by Mexsun Bajío, has received conditional environmental approval in the municipality of Moctezuma, San Luis Potosí. It will comprise 165,900 modules rated at 650 W for a total installed capacity of 107.83 MW. Twenty-five inverters will provide 95.60 MWac of nominal output. The project also includes a 1.53 km transmission line linking the facility with the Mexican utility CFE’s Moctezuma substation.
Malva Solar – Veracruz
Malva Solar, planned by Malva New Energy in Moloacán, Veracruz, has entered Mexico’s environmental assessment procedure. The project will feature 130.3 MW of PV, 110.4 MWac of installed inverter capacity and a net capacity of 100.2 MW at the grid connection point. Its battery system is rated at 34.5 MW/103.5 MWh, providing three hours of storage. The development also includes a step-up substation and a 115 kV transmission line for grid connection.
Rancho Empacadora I – Tamaulipas
Greendat Capital has submitted the Rancho Empacadora solar project for environmental assessment in Altamira, Tamaulipas. The planned facility will have 300 MW of installed solar capacity, making it one of the largest projects in the latest group of filings. Its design comprises a PV field, inverters, transformer stations, a step-up substation, control facilities, a high-voltage transmission line and a battery energy storage system. The documents made public by the environmental authorities do not state the MW or MWh capacity of the BESS.
La Morita I – Nuevo León
Greendat Capital is also behind La Morita I, a 100.2 MW solar project proposed in the municipality of China, Nuevo León. The facility has entered Semarnat’s environmental impact assessment process and will occupy approximately 223 hectares within a much larger project area. Its planned infrastructure includes PV modules, inverters, transformer stations, a step-up substation, a high-voltage line and battery storage. The environmental filing confirms the BESS but does not disclose its power, energy capacity or discharge duration.
La Morita II – Nuevo León
The neighboring La Morita II project, promoted by Tusae Energy II, is also undergoing environmental assessment in China, Nuevo León. The project will have 227.847 MW of capacity and use 312,120 modules rated at 730 W, together with 667 inverters. Its design includes 23 transformer stations as well as a battery storage system, substations, internal roads and control infrastructure. As with La Morita I, the available environmental documents do not specify the MW or MWh capacity of the battery system.
La Morita III – Nuevo León
La Morita III, planned in China, Nuevo León, has entered Semarnat’s environmental impact assessment process. The project will have 373.416 MW of PV capacity and 300 MW of nominal capacity, using 511,530 modules rated at 730 Wp and 1,000 300 kW inverters. It will be coupled with a 90 MW/270 MWh battery energy storage system designed for three hours of discharge, equivalent to 30% of the plant’s nominal power. A 34/400 kV step-up substation and an approximately 2.5 km, 400 kV transmission line will connect the facility to CFE’s Presa Grande substation, while the planned operating life is 25 years.
Duna Solar – Chihuahua
Semarnat has issued an environmental resolution for Duna Solar, a large PV project promoted by FRV Duna Solar in Juárez, Chihuahua. The plant will have a maximum installed capacity of 308.75 MW, corresponding to 288.68 MWac at inverter output, while grid injection will be limited to 250 MW. Its design calls for 834,460 PV modules and single-axis tracking, with power exported through a 230 kV step-up substation toward CFE’s Samalayuca Sur substation. The project is among the largest individual solar developments to secure environmental approval in this latest group.
Santos – Nuevo León
Greendat Capital’s Santos solar-plus-storage project has been submitted for environmental assessment in Anáhuac, Nuevo León. The facility will have 126.078 MW capacity and around 100 MW of nominal output. It will be paired with a 30 MW/90 MWh BESS designed to provide three hours of storage. The project site is located approximately 20 km northwest of the municipal center of Anáhuac and adds to a growing concentration of solar-plus-storage proposals in Nuevo León.
San Agustín – Zacatecas
Transformaes Creación Sostenible has submitted the San Agustín Solar Park for environmental assessment in Zacatecas. The project combines 64.47 MWp of PV capacity with 48.88 MWh of battery storage and will occupy a 121.34-hectare site. Around 70.6 hectares will be occupied by the photovoltaic field, while the BESS will use approximately 0.46 hectares. The developer estimates total investment in the project at $72.88 million.
TAI Anáhuac – Zacatecas
The TAI Anáhuac solar project has entered environmental assessment in Concepción del Oro, Zacatecas. The facility is planned with 249.9 MW of peak capacity and 226.2 MW of nominal capacity across a total area of approximately 403 hectares. Its design includes 367,500 bifacial PV modules. Grid infrastructure will comprise a 34.5/400 kV step-up substation and a 400 kV transmission line connecting the plant with CFE’s El Salero substation.
Ficus Solar – San Luis Potosí
Ficus Solar, proposed for Ébano, San Luis Potosí, combines a 100 MW solar array with a sizeable battery storage component. The project will use 135,148 bifacial PV modules and include a 27.6 MW/82.8 MWh battery system, equivalent to three hours of storage. Its grid connection infrastructure includes a 115 kV transmission line linking the facility to the Ébano substation. The project documentation has been submitted to Semarnat for environmental evaluation.
Lagartija – State of Mexico
Developer Genux has been awarded the Lagartija PV project in the State of Mexico through Mexico’s 2026 binding planning process. Lagartija and the accompanying Ocelote project will together provide 201 MW of solar capacity and will both incorporate battery energy storage systems. Genux has not disclosed an individual capacity split between the two projects or the power and energy ratings of their batteries. Combined investment in the developments is expected to reach approximately $165 million, with estimated annual generation of around 490 GWh.
Ocelote – State of Mexico
Ocelote is the second State of Mexico project awarded to Genux under the same 2026 planning process. Together with Lagartija, it forms a 201 MW solar portfolio that will include battery storage, although the developer has yet to disclose the individual PV capacity assigned to each site or detailed BESS specifications. Genux expects the pair to produce approximately 490 GWh of electricity annually, which it says is equivalent to the consumption of more than 150,000 Mexican households. The two projects represent an estimated combined investment of about $165 million.
Barajas Solar – Coahuila
Barajas Solar, promoted by Armería New Energy in Frontera, Coahuila, has entered Semarnat’s environmental assessment procedure. The development will have 130.3 MW of PV capacity, 110.4 MWac and a net capacity of 100.2 MW at the point of interconnection. Its 178,472 bifacial modules will be complemented by a 34.5 MW/103.5 MWh battery storage system, providing three hours of energy storage. The developer estimates investment at MXN 2.38 billion ($130 million).
El Gorrión – Coahuila
El Gorrión, a solar-plus-storage project promoted by Tusae Energy I, has entered environmental assessment in Saltillo, Coahuila. The facility will have 125.88 MW of DC capacity, 100.2 MW of installed AC capacity and nominal output limited to 100 MW, using 172,440 modules rated at 730 W. The environmental filing declares a lithium-ion BESS rated at 30 MW/90 MWh for three hours of storage, although the detailed equipment breakdown adds up to 25 MW, a discrepancy that remains to be clarified. The project will occupy 226.47 hectares and connect to existing CFE infrastructure through a 34/115 kV step-up substation and an approximately 1 km, 115 kV transmission line.
BESS becoming standard
Taken together, the 20 projects identified by pv magazine Mexico over the past month represent more than 3 GW of planned solar capacity, highlighting a substantial new wave of utility-scale PV development across the country. The pipeline stretches across 10 Mexican states and includes projects ranging from around 42 MW to more than 370 MW, with several developments exceeding 200 MW.
Battery storage is a defining feature of this new project pipeline: most of the proposed plants include a BESS, and several specify three-hour storage configurations, including La Morita III, Malva Solar, Santos, Ficus Solar, Barajas Solar and El Gorrión. The filings and approvals also point to particularly strong development activity in Nuevo León, Veracruz, Coahuila and central Mexico, while the combination of PV and storage suggests that batteries are becoming an increasingly standard component of new large-scale solar projects seeking development and environmental approval in Mexico.
