EU grants cross-border solar, wind project priority status

The Deploy project plans to build 180 MW of solar and wind in Poland, with the electricity generated to be converted into heat for industrial offtakers in Germany.

A hybrid solar-wind project connecting Poland and Germany is among three projects that have been granted cross-border renewable energy status (CB RES) by the European Commission.

First launched in 2021, the CB RES accreditation supports renewable energy projects that involve cross-border cooperation, either between EU member states or between member states and non-EU countries.

Obtaining CB RES status allows projects to access EU funding for studies and works available under a designated channel of the Connecting Europe Facility (CEF) Energy Program.

The hybrid solar-wind project, known as Deploy, plans to develop an integrated power plant in the Polish town of Gubin, which sits on the country’s border with Germany. It will feature a wind farm and solar installations with a combined capacity of 180 MW.

The electricity will be converted into heat made available to industrial offtakers in the Germany city of Guben, on Germany’s eastern border with Poland. It will also go towards decarbonising district heating in Guben.

Feasibility and design studies for the Deploy project are currently underway. A final investment decision is expected by mid-2028, ahead of a scheduled construction start date in January 2029 and planned commissioning in January 2030.

The other two projects to be newly-awarded CB RES status are an onshore wind project between Ukraine and Romania and a district heating network project set to build a 5 MW heat pump in Simbach, Germany, and an up to 15 MW geothermal borehole in Braunau, Austria.

There are now a total 15 cross-border renewables projects with CB RES status.

Other accredited projects incorporating solar include the Medlink Renewable Generation project, a collaboration between Italy, Algeria and Tunisia that plans to deploy 10 GW of renewables in the two north African countries for both local use and export. It received CB RES in September 2025.

The sixth round of calls for CB RES projects opened in June and is the last planned under the EU’s current 2021–2027 Multiannual Financial Framework.
