First EBRD-funded solar PV plant commissioned in Ukraine

Ukraine's Rengy Development LLC utility company has commissioned the construction of a 4.5 MW solar PV plant thanks to the financial backing of the European Bank for Reconstruction and Development (EBRD) for its Ukraine Sustainable Lending Facility (USELF).

The EBRD has granted €100 million to a succession of renewable energy projects in Ukraine. Its aim is to support the generation of 200 GW hours of clean power per year through a combination of technical support, concessional grant co-financing and traditional commercial financing.

The first project to benefit from the EBRD’s support is the 4.5 MW Porogi plant in Ukraine's Vinnitsa Oblast region. The EBRD has granted Rengy Development €4.1 million ($5.6 million) to construct the plant, which has also been boosted by a 15-year, €1.6 million loan from the Clean Technology Fund (CTF). In total, the plant will benefit from a combined €9 million in funding.

"Financing renewable energy continues to be a strategic priority in Ukraine," said the EBRD’s director for Ukraine, Sevki Acuner. "The combination of policy dialogue, technical assistance and concessional and commercial financing is proving to be a very effective mix of delivery for the Bank in this important sector."

The USELF is comprised of €50 million EBRD commercial financing, €20 million financing from the CTF and a further €30 million in sponsor equity. The forthcoming Porogi plant is the first of seven renewable energy projects planned under USELF's Phase 1, including further PV plants and a wind and hydro power projects. Phase 2 for USELF is planned for later this year.
