PV has real potential on agricultural land in Italy, where multinationals and entrepreneurs alike share an enthusiasm for solar innovation. This is being hindered by a piecemeal approach to regulation.

Just one professional among 100 interviewed for an annual EUPD Research survey said they had no plans to offer storage products. Almost half the respondents to the German market data company said they offer e-mobility-related technology.

The current planning regulations would mean Italy not hitting its 2030 climate change targets for another 70 years and clean energy trade bodies say the Simplification Decree being debated in parliament – which was drafted to secure €191 billion of EU cash and loans – does not go far enough.

New measures introduced by the government allow households, businesses and public entities to produce and trade clean electricity in low-voltage grids. The new framework is open to power projects with a generation capacity no larger than 200 kW.

The government has abrogated a controversial measure introduced last year which favored big developers in the allocation of fiscal incentives for rooftop projects linked to building renovation.

The Italia Solare Forum event held in Rome laid bare the difficulty of securing permits for large scale projects at national and regional levels. Fast-tracking the process for big solar parks appears necessary to get Italian PV back on track.

Italy’s main solar event, the Key Energy fair held in Rimini, demonstrated the continuing importance of rooftop PV for Italian renewables but also promised a gradual return for large scale solar. Industry insiders are hoping for at least one gigawatt of solar next year, on top of a projected 600 MW this year.

Tuscia, in the Lazio region, is the focus of plans for several big solar parks including a 150 MW project approved by the regional government, two schemes exceeding 100 MW and six more projects ranging in size from 17 to 70 MW. Some 700 MW of solar is under development in the municipalities of Montalto di Castro and Tuscania alone.
