Part three of our series on solar’s less covered markets takes us to Belgium, where despite impressive instsllation numbers from the rooftop market, a lack of volume means the country is unlikely to hit its EU mandated 2020 targets for renewable energy.

In the fall of 2017, German customs had revealed a “fraud cartel” around the Chinese photovoltaic manufacturer Sunowe, which is said to have circumvented the applicable minimum import prices. Among the arrested suspects was a local politician, which drew significant attention to the case. This year, the trial started in the spring, but suspension came at the beginning of July when the customs office did not provide evidence in time. A restart of the trial is expected this winter.

The Ministry of the Economy and Finance has eliminated an ambiguity in the tax code: the French are not subject to a tax on the self-consumption of solar energy – even in the case of rented or leased photovoltaic installations. This clarification provides valuable certainty for renewable energy developers who want to innovate their business models.

… and it will be quite an effort. The U.K.’s grid operator, National Grid, released a new report on possible energy system transformation pathways, amidst growing public concern over climate change. Ramping carbon emissions reduction targets up from 80% to 100% prompts technical challenges. These can be overcome but will require full alignment of policy effort and individual awareness and decision making.

Japanese materials company Toray has announced plans to open a facility for manufacturing battery separator films for use in lithium-ion batteries. The factory is expected to begin operations in July 2021 and will increase Toray’s production material for the component by around 20%.

Switzerland deployed 271 MW of PV in 2018. According to Swiss PV association Swissolar, the current levels of development are not enough to meet the targets set by the country’s 2050 energy strategy.

The massive Núñez de Balboa solar plant is planned to be installed in Usagre, near Badajoz, in the southern region of Extremadura, Spain. The funding comes to multinational utility Iberdrola after securing three PPAs for the project.

The Anglo-American company is the latest utility to enter the utility-scale solar and wind development space by closing on its acquisition of Geronimo Energy.

The Armenian solar market has been somewhat slow to take off, but it could be experiencing a serious push, following an announcement that Abu Dhabi-based energy company Masdar plans to deploy 500 MW of solar and wind capacity in the country.

According to the new auction schedule approved by the Italian Ministry of Economic Development, three more renewables procurement exercises will be held each year in 2020 and 2021. Through the seven bidding rounds, the Italian authorities seek to allocate approximately 4.8 GW of new power generation capacity.
