The 20,000 panel plant, which will generate 10 kWh/year for Portland General Electric under a 25 year PPA, was developed by U.S. electric and natural gas company Constellation, a subsidiary of Chicago's Exelon Corp.

The project was financed by Obsidian Finance and Smart Energy Capital with the help of a grant from the Energy Trust of Oregon and a business energy tax credit from the state's Department of Energy.
