As of November 2019, certain RES producers have been intermittently forced to reduce their output or halt production of electrical energy altogether under the instructions of Ukraine’s transmission system operator, NEC Ukrenergo. DTEK, along with several other large market players led the call for limitations. Many of the country’s RES producers have become alarmed.

The 15-year payments will come into force when new renewables FITs are published in the country’s official journal within the next few days. The government wants to allocate 15 MW of solar facilities ranging in size from 10 kW to 1 MW through the scheme, with larger projects having to compete in auctions.

French thinktank the Institut Montaigne says Africa is absent from the global solar revolution for several reasons including a lack of suitable financing tools, the small size of projects and a systematic recourse to tendering. Removing artificial price signals set by ever more competitive tenders could be a step towards a more mature market, ready for large scale solar tenders.

The German project developer’s pipeline consists of solar plants with land and grid-connection approval across Apulia and Basilicata. Some of the projects are planned in the province of Brindisi, which already hosts several solar parks which have stirred strong resistance from local authorities and civil associations.

The tariff for rooftop PV will be maintained at $0.0935/kWh but payments for ground-mounted and floating solar could be cut to $0.0709/kWh and $0.0769, respectively. The previous FIT scheme, according to government figures, has driven the deployment of around 5 GW of solar generation capacity.

While the solar industry will welcome the move, the feed-in tariff paid to small systems is still reducing thanks to the volume of new capacity installed every quarter. Announcing a wide-ranging policy package on Friday, Angela Merkel admitted Germany will miss the carbon emission target set for next year.

Two solar farms with 80 MW of generation capacity tendered in 2017 are being built and will be commissioned this year but another two, allocated at the same time, are no nearer construction. Kenya, however, has been touted as the site of Africa’s first wind-solar-storage hybrid project.

China’s National Energy Administration has given the greenlight to 3,921 ground-mounted and distributed generation projects. The approved energy price bids ranged from $0.0407 to $0.080, depending on system size, for an average price of $0.048.
